Organic controls in Germany – is there a need to harmonize? Organic Eprints
Zorn, Alexander; Lippert, Christian; Dabbert, Stephan.
Organic food markets substantially rely on a reliable control system. To identify and isolate the effect of different factors potentially influencing the uniform implementation of organic controls, we apply a stepwise estimation of different logit models. Using control data of German farms from five important control bodies we identify, first, risk factors for non-compliance of farms, second, the impact of the control body as well as, third, the potential impact of governmental institutions which are in charge for the implementation of the control system. The results indicate a need for a more harmonized implementation of the German organic control system.

Organic Farming Certification – the Costs of Reducing Transaction Costs Organic Eprints
Zorn, Alexander.
Since 1991, the European Union regulates the organic food market. By implementing the organic regulation and the corresponding inspection and certification system, organic markets were fostered, but the financial costs and bureaucratic drift of this system are controversial. Up to now, there exist only very rough estimates of the overall burden of organic producers, mostly considering only the cash costs and neglecting opportunity costs of the certified entities, which are likely to be of considerable magnitude. As a first step in approximating the amount of these costs, this paper uses the concept of Transaction Costs in order to identify and structure the relevant cost types. The quantification of this concept needs data which will soon become available.

Organic farming values in Switzerland – results of a focus group study Organic Eprints
Schmid, Otto; Kilchsperger, Rahel; Bodini, Antonella.
Eight focus group discussions, conducted in 2004 and 2005, about ethical values among established and recently converted organic producers (mountain and lowland area) and other stakeholders in Switzerland are summarised. The aim was to contrib-ute to the elaboration of principles for the new EU regulation for organic food and farming as part of the EU Organic-Revision project. The participants’ values were contrasted with the four new principles of organic production of IFOAM (International Federation of Organic Agriculture Movements). Health and ecological sustainability were key issues. The producers saw secure livelihood, the maintenance of their family farm, authenticity, animal welfare and farming with nature as major issues. The sys-tem approach was...

Organic food quality & safety perception throughout Europe AgEcon
Naspetti, Simona; Zanoli, Raffaele.
Many more consumer s have tried at least once organic food, but despite higher consumer awareness, they still show a great concern about food quality and safety. Recent research showed that there is still little knowledge of how organic products are produced and processed and which characteristics are fundamental for the consumer with regard to quality and safety. In this scenario, primary producers, processors and other stakeholders in the organic supply- chain have the difficult task of understanding consumers' complex and sometimes contradictory wishes with regard to organic food. The aim of this study is to examine food quality and safety issues related to buying organic products. To provide better insight on the safety and quality issues in a cross -...

Organic operators’ satisfaction with their certification body – a survey in Germany Organic Eprints
Zorn, Alexander; Renner, Heike.
Organic certification represents different functions for the stakeholders involved in this process. For a producer of organic food, it is mainly a service provided by a certification body. Hardly any information currently exists on organic operators’ satisfaction with this service. In a survey of German organic processors, we examine the satisfaction and other questions connected to the relationship certification body – client and offer insights for certification bodies and organic associations.

ORGANIC REVISION – Research to support the revision of the EU Regulation on organic agriculture (www.organic-revision.org) Organic Eprints
Jespersen, Lizzie Melby.
The FP6 project, EEC 2092/91 (ORGANIC) REVISION www.organic-revision.org has delivered important inputs for the ongoing revision of the Council Regulation (EEC) 2092/91. The project has identified basic ethical values and value differences in organic agriculture and developed a procedure for balancing and integrating these basic values in the revision of the (EEC) 2092/91. It has also established an organic standards database www.organicrules.org on differences of 35 national standards from 14 European countries and the USA and 3 international organic standards compared with the (EEC) 2092/91. as a basis for identifying areas of the (EEC) 2092/91 where harmonisation, simplification or regionalisation could be recommended. The project has also analysed...

Organic seed production and seed regulation Organic Eprints
Borgen, Anders.
Organic farmers must use organic seed material if such seed are available. If not available, conventional seeds can be used. This request exists in all accredited standards for organic farming. In the EU-regulation on organic production methods, the derogation from the use of organic seed material will only exist until the end of 2003. After this date only organic seed material may be used according to the present formulation. Only a few countries in the EU have an organic seed production able to supply the market for organic seed material. It takes many years to develop a well functioning market for organic seeds. It is therefore unlikely that the derogation for the use of organic seed material will not be extended, since a majority of countries in the...

OrganicPlus values and their relevance to consumers: First results from the CORE FCP project Organic Eprints
Padel, Susanne; Zander, Katrin.
The CORE funded project Farmer Consumer Partnerships (FCP) aims to develop innovative generic communication arguments that can strengthen the link between producers and consumers in the European organic sector. The aim of this conference presentation was to present some first results of the project. Ethical concerns and values important to various stakeholders of organic food and farming were contrasted with the new European Regulation (EC) 834/2007 to identify organicPlus values that go beyond minimal organic requirements. An increasing number of individual companies and some certification bodies have introduced activities concerning ethical attributes of organic production, but no comprehensive and accessible framework that provides practical support...

"Plenty" and the Philosophy of Organic Agriculture Organic Eprints
Paull, John.
“The illusion of plenty” and “poverty in plenty” are notions that Lord Northbourne raised in his manifesto of organic agriculture, Look to the Land. At the launch of this new journal, Plenty, it is timely to revisit Northbourne’s reflections on the topic. In the current epidemic of obesity, where 25% of Australians, 23% of British, and 34% of Americans are obese, we witness the manifestations of Northbourne’s notions of “the illusion of plenty” and “poverty in plenty”. We live in a time when the super obese may be extricated from their homes by a demolition team knocking down walls, may be transported to hospital in specially reinforced fat-mobile ambulances, and may be CT scanned in machines that are otherwise used for large zoo animals . Such...

Preaching Conversion: The Organic Conversion Information Scheme in Wales, 1996-2001 Organic Eprints
Frost, David.
Organic farming shares many characteristics with other new social movements that emerged in the late twentieth century concerned with environmental conservation and animal rights. In common with these, organic farming has to confront the issues of incorporation and integration that arise when seeking mainstream political support. In the UK, the Organic Conversion Information Scheme (OCIS) and the Organic Farming Scheme are examples of the incorporation and integration of the organic farming movement into government policy. Delivery of the first phase of the Organic Conversion Information Scheme in Wales between 1996 and 2001, involved the setting up and development of a database of all farmers in Wales who requested advice and information under the scheme....
